Peter Davison is my choice. They say that your favorite Doctor is like your favorite James Bond, it's whomever you saw first. In my case, I saw Tom Baker first, but I always liked Peter Davison better. He really was Tennant before Tennant became fashionable. And for the record, while Roger Moore was my first Bond, I prefer Timothy Dalton.
